Instead of selecting websites from a predefined list, Marketers can describe what they are looking for and let qualified Publishers come to them with offers.

Acceptance, payment, and Connects
Publishers use Submit Proposal to respond. By submitting, a Publisher agrees to fulfil the Proposal if you accept it. Select Accept Proposal when you are ready to proceed: this creates a binding Order and an invoice automatically in the Publisher's name. Payment is required before publication.
On the Free Plan, creating or restarting an Offer Request consumes Marketer Connects based on the request price. Receiving responses does not consume additional Marketer Connects. An active Premium subscription exempts your account from these creation and restart charges; placement prices remain payable.
Rejecting a Proposal restores that Publisher's response Connects while the request stays open. Cancelling before a binding Order, or expiry after 30 days without acceptance, closes pending Proposals and restores the request and pending response Connects. Accepting one Proposal closes competing pending Proposals and restores those Publishers' response Connects. Non-response alone does not restore Connects while the request remains open.
Restarting a cancelled or expired request starts a new 30-day window and uses Connects again on the Free Plan.

Editing requirements after responses arrive
Changes to an open Offer Request do not alter existing Publisher Proposals without the respective Publisher’s agreement. Acceptance uses the selected Proposal’s agreed terms. After acceptance, the resulting Order follows the Order cancellation and remedy provisions.
